Our Model
HTI creates upstream solutions with outsized impact. Many antitrafficking efforts focus on awareness or caring for survivors. These are essential, but if we don’t invest in stopping traffickers, then they exploit more victims who need more care. By stopping traffickers, we not only free current victims, but prevent countless others from ever experiencing the horrors of trafficking in the first place.
We do this through effective law enforcement. Many traffickers are only willing to engage in their crime if there is no meaningful cost in doing so. But when law enforcement teams impose serious costs on traffickers, seizing profits and sending them to jail, trafficking begins to collapse as traffickers decide the risk isn’t worth it.
HTI partners with governments to provide three key things:

Specialized Units
We establish dedicated teams of police and prosecutors tasked with enforcing antitrafficking laws.

Essential Tools and Tactics
We equip these units with the necessary skills, strategies, and resources to free victims and prosecute traffickers.

Embedded Experts
We work alongside these units to hone their skills and build strong cases against traffickers.
Our Programs
We implement our model in collaboration with the justice system enforcement agencies in the United States and internationally. Through these deep partnerships, we create long-term enforcement solutions to trafficking that our government partners can sustain for years to come.
Uganda
We provide experts on the ground in Uganda to work alongside police and prosecutors as they properly identify, investigate, and charge suspected traffickers, prepare for trials, and handle cases in a victim-centered way throughout the country.
South Africa
HTI partners with South Africa to expand efforts on the ground to decimate trafficking across the country, and specifically in the Western Cape province. This partnership is aimed to bolster the enforcement response to trafficking in collaboration with key criminal justice agencies.
Belize
We partner with the law enforcement agencies in Belize to ensure investigators and social workers are equipped and prepared to move human trafficking cases through the court system efficiently and effectively.
United States

The Federal Human Trafficking Report is an annual publication of the Human Trafficking Institute that provides comprehensive data from every federal criminal and civil human trafficking case that United States courts handle each year.

As HTI embarks on a phase of significant growth, this position presents a unique opportunity for the right leader to play a pivotal role in fueling the expansion of this proven model domestically in the United States and driving historic impact, sustainable transformation, and changed lives in the battle against trafficking.
The Opportunity
The Law Enforcement Advisor-Texas (LEA-TX) will play a significant role in the development and implementation of HTI’s model in Texas. The LEA-TX will work alongside HTI’s State Director and Texas team to enhance investigations and prosecutions of human trafficking and child exploitation cases in partnership with state and local governments. The LEA-TX will develop and maintain relationships with government and non-government officials, support investigative units, conduct assessments, and provide training and mentorship to local law enforcement and other criminal justice stakeholders on human trafficking and child exploitation investigative best practices.
What You’ll Do
- Assist in preparing for and conducting human trafficking knowledge- and skills-based trainings for a variety of criminal justice stakeholders, namely police, prosecutors, and judicial officials.
- Work directly with HTI’s State Director-Texas to provide expert insight and assistance in the investigation and prosecution of human trafficking and related cases throughout Texas.
- Share expertise regarding Texas human trafficking laws, investigations, and prosecutions with partner agencies and organizations.
- Identify deficiencies and gaps in partner jurisdictions’ ability to effectively investigate and prosecute human trafficking and child exploitation cases.
- Advise law enforcement agencies on proactive and reactive investigative strategies to best address human trafficking and child exploitation cases, including internet-facilitated exploitation.
- Develop and maintain relationships with key stakeholders within Texas criminal justice systems and with non-government entities throughout Texas engaged in anti-human trafficking efforts.
- Maintain organized reports and detailed data regarding human trafficking investigations and cases.
What You’ll Bring
- Bachelor’s degree.
- 8+ years of law enforcement experience (preferrable in Texas) investigating a wide variety of human trafficking and child exploitation related offenses, including internet-facilitated trafficking and exploitation.
- Experience training police and prosecutors on investigations and prosecutions best practices related to human trafficking, crimes against children, domestic violence, and/or related crimes.
- Active TCOLE license preferred.
